Where and how to apply

Application submitted by you

You should submit your application for a first temporary residence permit for the purpose of research at a diplomatic mission or consular post of the Republic of Slovenia abroadSearch for available translations of the preceding link.

If you already legally reside in the Republic of Slovenia on the basis of a valid identity card, valid passport, on the basis of a valid passport and residence permit issued by another EU Member State, or on the basis of a visa C issued by the competent authority of the Republic of Slovenia or another state party to the Convention implementing the Schengen Agreement of 14 June 1985, and you have a hosting agreement with a research organisation or a higher education institution in the Republic of Slovenia, you may also apply for a first temporary residence permit at the competent administrative unitSearch for available translations of the preceding link in Republic of Slovenia.

In cases from the preceding paragraph, you may reside in the territory of the Republic of Slovenia for 90 days from the date of entering the country or until the expiry of the permit or visa, if this period is shorter. You must apply for a first permit at the competent administrative unitSearch for available translations of the preceding link in the Republic of Slovenia prior to the expiry of the authorised 90-day stay or prior to the expiry of the residence permit or visa, if this period is shorter. The competent administrative unit shall issue to you a certificate of timely application for a first temporary residence permit, which shall serve as a temporary residence permit until the final decision on the application.

Application submitted by a research organisation or higher education institution

Alternatively, the application can be submitted by the research organisation or higher education institution with which you have signed the hosting agreement  at a diplomatic mission or consular post of the Republic of Slovenia abroadSearch for available translations of the preceding link or at the competent administrative unitSearch for available translations of the preceding link in the Republic of Slovenia.

A researcher, university teacher or university associate who has concluded a hosting agreement and has been issued a residence permit for a researcher, university teacher or university associate in another EU Member State

If you are a researcher, university teacher or university associate with a concluded hosting agreement and have been issued a residence permit for a researcher, university teacher or university associate in another EU Member State and you wish to reside in the Republic of Slovenia for a definite period of up to 90 days to perform specific work under the hosting agreement, you may enter the Republic of Slovenia and reside therein for a period of up to 90 days based on the permit issued in the other EU Member State or until the expiry of the permit, if this period is shorter.

If you wish to perform research or education work in the Republic of Slovenia for a period longer than 90 days you must, to reside in the Republic of Slovenia, acquire a residence permit for a researcher, university teacher or university associate based on a hosting agreement concluded with the research organisation or higher education institution. You may apply for a first temporary residence permit at a diplomatic mission or consular post of the Republic of Slovenia abroadSearch for available translations of the preceding link or at the competent administrative unitSearch for available translations of the preceding link in the Republic of Slovenia within 90 days of the arrival of the researcher, university teacher or university associate in the Republic of Slovenia or prior to the expiry of the residence permit issued in another EU Member State if this period is shorter. The competent administrative unit shall issue to you a certificate of timely application, which shall serve as a temporary residence permit until the final decision on the application.

Application form

An application for the issue or renewal of a temporary residence permit for the purpose of research shall be made using the form no. 4/1 set out in Annex 1 of the Rules on issuing residence permits, the method of capturing fingerprints and the modalities of the termination of the residence permit.

Fees

The administrative fee for issuing a first temporary residence permit is 102 EUR, if the application is lodged at a diplomatic mission or consular post of the Republic of Slovenia abroadSearch for available translations of the preceding link.

The administrative fee for issuing a temporary residence permit is 50 EUR, if the application is lodged at the administrative unitSearch for available translations of the preceding link in the Republic of Slovenia.

The price of the residence permit card is 12 EUR.

Documents required

You must submit the following documents to the administrative unit:

  • a personal photography;
  • a valid travel document or a certified photocopy of the travel document that is valid for at least three months beyond the intended residence in the Republic of Slovenia;
  • proof of adequate health insurance, covering at least emergency medical services in the Republic of Slovenia when you state that you are not compulsorily insured in the Republic of Slovenia;
  • proof of sufficient means of subsistence during residence in the country, or other guarantees that means of subsistence will be provided, every month, in an amount corresponding to at least the basic minimum income in the Republic of Slovenia;
  • a certificate from the criminal record of your home country;
  • a hosting agreement with a research organisation or a higher education institution in the Republic of Slovenia.
Further requirements

A third-country national with a valid temporary residence permit or long-stay visa who does not reside with an accommodation provider or host shall register temporary residence at the address where he or she temporarily resides with the administrative unitSearch for available translations of the preceding link within eight days of the day of taking up temporary accommodation, while a third-country national who already resides at the address and obtains a temporary residence permit or long-stay visa after taking accommodation at this address shall register within eight days of his/her service.

Duration of validity of permit

A first temporary residence permit shall be issued to a researcher, university teacher or university associate for the duration of the work specified in the hosting agreement, but for not more than one year. The permit may be extended for periods of up to one year until the work carried out under the hosting agreement is completed.

Conditions for renewal

A temporary residence permit may be extended under the same conditions as those applicable to its issuance. You must apply for the extension of a permit with the competent authority in the Republic of Slovenia prior to the expiry of the permit.

Appeals

Decisions of the administrative unit may be challenged before the Ministry of the InteriorSearch for available translations of the preceding link.

Employment during research

If you want to work during your research, you must obtain a single residence and work permitSearch for available translations of the preceding link under the same conditions as other non-EU citizens.

Stay and employment after research

If you want to work in Slovenia after your research, you or your future employer may apply for a further temporary residence permit. In-country applications are possible.

Change of status

If you want to change status and reside in Slovenia for a reason other than research or education in the higher education sector, you may apply for a further temporary residence permit. This must be done before the expiry of the original temporary residence permit.

Family members

As a holder of a temporary residence permit for work in research and higher education you may reunite your family members without limitations regarding the length of your residence in the Republic of Slovenia or the validity of your permit.

Long-term residence

After five continuous years of legal residence on the basis of a

temporary residence permit, you can apply for a permanent residence permit.

The condition of five years of continuous legal residence in the Republic of Slovenia on the basis of a temporary residence permit or a certificate of application for the issuance or extension of a subsequent temporary residence permit or a certificate of application for a first temporary residence permit, which allows a third-country national, pending a decision on the application for a first temporary residence permit, to reside in the Republic of Slovenia is satisfied even if you were absent from the Republic of Slovenia in this period and a temporary residence permit or a certificate of application for the issuance or extension of a subsequent temporary residence permit was not issued to you, provided that these absences were shorter than six consecutive months and did not exceed a total of ten months.

Pending a decision on the application for a permanent residence permit, you must reside in the Republic of Slovenia on the basis of a temporary residence permit.

If you have been issued a permanent residence permit for having fulfilled the five-year continuous legal residence period you also acquire an EU long-term resident status, which is properly indicated on the permit.
